The Water Wingstone (aka Water Elemental Rock, when mined) is located at the bottom of the Forgotten Tunnel. The Forgotten Tunnel is at the back of the Nautilus Cave. The Water Wingstone is being guarded by a Pickaxe Golem which will attack if you go near it, so it needs to be killed before you can mine the wingstone.
